Do the carbs fully open? Are the airfilters clean? Are the fuel filters clean? Is there anything that can limit fuel supply?
Do you have any more engine data available, like EGT temps?

Please check all 4 EGTs at max rev.
In case you have a fuel flow sensor installed, check the reading at max rev/WOT, too.
What’s your airfield altitude in conjunction with MAP reading at full rev/WOT?

Is this 4600 rpm static on the ground rpm or in level flight? If static it may be normal rpm. Is this a 912ULS or a 912S certified engine?

4600 static could be normal. Static is really only good to get you in the ballpark. You need to go fly and see what the wide open throttle rpm is in level flight. That will be the tell all number.
