Blowing air into that port will not necessarily show your problem because the pressurized air can escape thru the circuits internally.
Pull the float bowls and place them on a flat surface and make sure they are flat. I bet they both aren't

It makes a lot of sense, though I did use a calibrated torque wrench to tighten each bowl to 48 in-lb per manual. I fit the seals and torqued on the bench so I was able to make sure the seal was seated properly and I have no fuel leaks on the bowls...could there be a leak somewhere else that would cause this? I'm going to pull all the manifold lines off and check them again
