914 TT. 750 TTSN. Just recently when doing the pre takeoff run up, trying to advance throttle to the required 2000 RPM only achieves about 1800 and the prop will not go towards "flat pitch". After trying for 5-6 time, at the reduced RPM, it will finally settle down and work as advertised.  In flight, no problems.  Any help or ideas of cause.  Thanks

If the picture shows a 914 with the throttle mostly Open, I would be asking WHY is the Manifold pressure only at 23".
It looks more like an induction problem than a Prop governor problem.

If the engine was being loaded down by the governor holding Coarse Pitch and the throttle was wide open, you would expect to see closer to 40" of MAP.
Either the throttle is not opening, the Waste Gate is stuck open, or you sucked a bird into the turbo.

Propeller governor check is usually done at 4000 rpm along with the mag check. Doubt it would function at 2000 rpm.
