If your question is;

Do the Rotax 9's come with a fitted coolant and or oil thermostat? - The answer is no.

If your question is;

Can an oil or coolant thermostat be fitted to the oil/coolant systems? - The answer is yes.

I see you are from  Canada.

Should you be planning to fly, in your cooler months, thermostats are a highly desirable accessory.

If you are confining flight to your summer, thermostats are probably an unnecessary complexity & additional weight.
