Can a basic service level iRMT perform this task? Are there published instructions? I skimmed the manuals and was unable to find any.

You should be able to as it is covered in preventative maint. rules in the US. The FAA would control this and not Rotax. You may find something in the aircraft MFG maint. section of a manual like the maint. checklist that many times list who can do certain maint. procedures.

Thanks. Are there any torque values for the connectors?

I'm sure every installation is different, but the official response from Tecnam on the 912iS filter is: "torque value should be about 15 N*m [ ± 2.5 N*m]"
