532 wont rev on one side

A 532 on electronic wasted spark (so not ignition problem) won't rev on cylinder two when throttle cable pulled. Goes flat BAHHHH . Cylinder one accelerated the motor OK on it's own. Suspected carb idle jet but swapped carbs (both freshly overhauled) and "manifolds" and no change. What sort of problem could there be with the block to cause this? The rotary valve appears to be opening and closing equally for each cylinder.
