Try it with 9psi. 35 psi is way too much.

It is not the valve stem seal leak, it is the leak between the valve guide and the cylinder head. I think it should be press fit there and 35 psi is not the number which should be able to pass through that press fit.
Here is the screen shots from that video so you can see where the leak is starting from.

Have you done the same leak test on the other cylinders? Is there a radical difference?

No I don't. I don't want to disassemble practically new engine.
