    I'll get beat up from Rotax for this clarification, but there is the legal side.

    Two things here. Rotax would like the TBO timetables followed.
    FAA legal (confirmed many times over) say you can go "on condition" and that only they (the FAA) can set policy. I have friends with 3K+ hours on their engines and nothing more than following the proper maint. schedule along the way. One big problem is getting people to follow and stick to a maint. timetable so they set themselves up for future failures.
    Continental and Lycoming are the same under most circumstances and average user.
