In my opinion a BUDS dongle is required equipment for owners that want to take part in the maintenance of their own engine. The BUDS software allows for much more detailed review of engine codes and has live troubleshooting features. It's also the best way to send fault information to a service center for help on diagnosing a problem. Another reason to own one is simply that your mechanic may not have one, especially if he/she does not routinely service injected engines. The fault log is supposed to be downloaded and reviewed at each annual, and this is often overlooked. It's also nice to clear the fault logs annually after review.
Owners can purchase a Level 2 Dongle, while the level 3/4 is typically restricted to Service Centers and Distributors. The Level 2 Dongle wont flash the ECU software updates, but that's not a bad thing. If something goes wrong while updating the firmware the ECU can be rendered inoperable, so it's a good idea to have a service center with factory support take that risk. The Level 2 Dongle is really a "do no harm" tool. You can't change factory settings, update firmware, or clear the engine data logs (except that you can clear fault logs).
In summary, I would say if your mechanic own's one then you don't need one. If not, then get one and learn to use it yourself because your mechanic may not know what to do with it.

A BUDS dongle is required for anyone doing an annual on a a Rotax fuel injected engine. The maint. manual checklist for the 100 hr / annual list that the logs be downloaded. You need a dongle to troubleshoot Lane Light issues and engine problems. You can't just guess. You need a dongle to download files to send to a Rotax service center to be interpreted.
