CARB HEAT

Today I saw a 912 100hp with an air box application. It had one tapered air filter. It didn't have another filter. The butterfly had been safety wired closed.
Shouldn't this air box have 2 tapered filters? Can this air box be used for CAR HEAT?
It seems to me with only one filter and the other side closed the engine won't get enough air flow for peak power?
