89 or 91 octane preferred?

I have a Rotax 582 mod 99.

Is either 89 or 91 octane better to run? Is either preferred over the other?

Either will work just fine in the 582. Some may have a personal preference.

Everyone so far has said that 89 octane would be fine.

Is the Rotax 582 considered a "high compression" engine? My guess is not but I'm not sure.

My guess is that, since water bonds (adheres) with the ethanol, then water might remain in the fuel after draining through the sump. And if water remains, that would reduce the octane of the fuel which would be bad if it was reduced below the minimum that Rotax recommends.

Also, water in the fuel might lead to other issues like engine component corrosion.
