On the ULS the clips both belong in the #3 slot like the one on the left.

I did today runups and check flight. So, briefly I have checked leakdown, was ok and equal, overhauled carburetors and synched, all pipes/tubes new.
Anyway engine is running too roughy under 3000rpm.... It can help to lean it more by for example changing clip on needles from pos. 3 to 2?

Are the choke cables attached and working properly?
Are you certain the Choke plates are closing completely?
They will only effect the idle mixture.

Changing the needle clip for idle rpm won't help you. This is the idle circuit. Have you rodded out the center of the idle jet with a piece of wire. Have you used carb cleaner in a spray can with the small red tube to blow through all the orifices in the carb and did you follow that up with some high pressured air? If not you need to go back and clean the idle circuit better.
And you're sure the choke shafts are turned in the right direction for the small center punch mark?
