    If you are running rich near idle, it could be caused by any of your suspicions.
    Do not dismiss anything until it has been ruled out with solid evidence.

    3000 rpm seems like a reasonable number.
    Roger might have a better opinion on this. Hint, Hint! ;)

    2.8 grams is awful light for floats that have been sitting in fuel. That's only 5.6 grams for the set. Did you weigh these right out of the box dry or pull them out of the fuel in the carb bowl wet, then dry them off and weigh them right then and there?

    When you start your engine cold what rpm do you idle at?

    Floats weighted when dry, a few minutes after removing it from the bowl. Idle Rpm cold is 1.800 to 2.000 Rpm.

    When sitting you should be at least 2K rpm. This is even more important when cold. Idling down at 1800 when cold may make it feel like it's running rough, plus you're beating up the gearbox. Try warming up somewhere between 2000 - 2400 rpm and see if it makes a difference.

    New floats don't absorb fuel if bad in a few minutes. It may take 50 to hundreds of hours sitting in fuel.
