I have a 912 ul in a Kit Fox idle below 1900 rpm is rough, online I saw how to adjust the low speed idle jets which are located next to the main mixture needle, but on my carbs there is simply a round head brass screw which is not adjustable and is screwed in tight whats up with this ? these are bing 64 carbs  Thanks Greg.

If the jet is next to main jet that you see when you take the bowl off its a fixed jet. All you can do is take it out and inspect it, it may have corrosion blocking the holes int it. If it does soaking it in vinegar will clean it up. I had the same problem once and the brass jets had green corrosion after clean the engine idled just fine.
