My previous plane had the same setup but reached temps fine.

The thermostats I know contain a little 'actuator' which is available with different temp specs. I guess it is worthwhile to check its temp spec and consider replacing it with one with a higher rating. In our area these replacements would cost less than 20 Euro.
Personally I'd prefer this to covering oil cooler surface.

Many thermostats only go up to 180F. There are a couple that go to 190F and one to 220F, but that's too hot.
If your temps are still too low put a 2" strip of aluminum tape across the radiator and oil cooler. Many of us don't have thermostats and just use the aluminum tape strip for the winter. Do not use Duct tape as the glue on the tape will make a mess. When OATs warm up then just pull the aluminum tape strip off.
It takes 1 minute to put on and 10 cents worth of tape.

I had used that method but thought it strange to have two identical engines with such a wide discrepancy. I will make a neoprene band.

It could be the thermostat acting up.
