About the threaded sleeve

Why these two stud for cylinder No.1 are different? The end of right stud has a 10mm polished rod, the left haven’t it.And the right thread hole are deeper than the left hole, but the threaded sleeve are same. so the right threaded sleeve are easy arrive to the bottom of the hole.
so the right thread’s match thread is about 13 ,shorter than the left stud(about 20) . Is it reasonable?
Or am i wrong?
Who can give me explain?
